HUD Appropriations
Congress provided more money for HOME -- + $275 million, with $87.5
million setaside for down payment assistance, which was finally
authorized, and $48 million for housing counseling. CDBG appropriations
were set at the FY 03 level -- $4.95 billion. Of that amount, $4.357
billion is for formula grants, $27 million for SHOP and $65 million
for Youthbuild. HUD Rural Housing Economic Development funding was
restored to $25 million, Neighborhood Reinvestment (+10 M) to $115
and CDFI Fund $61 million, $10 million above the budget request
but $14 million below FY 03.
